PatternLayout always logs messages in the default timezone. PatternLayout needs
a method like "public void setTimeZone(String ID)" that would set the time zone
of SimpleDateFormat of PatternParser.
With this, my log4j.properties would look like:
...
log4j.appender.DL.layout=org.apache.log4j.PatternLayout
log4j.appender.DL.layout.ConversionPattern=...
log4j.appender.DL.layout.timeZone=EST

Capability exists in log4j 1.3, specify time zone in second set of braces after %d like:
%d{HH:mm:ss}{GMT}
