The git server https://git-wip-us.apache.org/repos/asf/mahout.git has been slow and is timing during the steps of our release:
 
 1.  create git tag
 2.  tag the release
 3.  commit artifacts
 4.  checkout artifacts
 5.  upload artifacts 

it fails in the middle of any of those steps.   

We have been unable to release because of this.  

As well, the Mahout repo has been slow to mirror to GitHub (>1 hr sometimes)
