branch 3.0

I created branches/3.0 as a svn-copy of trunk. I mean to change the way
mod_rivet is initialized and, as already said in a former message, a new
configuration parameter will be introduced. If the development could
introduce regressions or diverge from 3.0 I still want us to be free to
fix small bugs or add new features to the 3.0.x code
