Class not found: JspServlet

I've included the JSP block, but I'm getting this error when trying to run 
some JSPs.

org.apache.cocoon.ProcessingException: Exception JSPGenerator.generate(): 
java.lang.ClassNotFoundException: org.apache.jasper.servlet.JspServlet

I can't see any jasper related JARs in the lib directory. Does Cocoon include 
that, or is Jetty supposed to, or do I need to be running in Tomcat?
