Girish Shilamkar resolved CLOUDSTACK-5620.
------------------------------------------

    Resolution: Not A Problem

The router network takes time to come up, if the CS setup is too slow. This happens if the vms have failed to cleanup or problem with setup. Only other option is to increase timeout.
