Tomcat with CGI doesn`t use backticks command `cmd `

Hi,
I want to use backtick in CGI script and to get the output but the $result
variable is empty.
Can we use backticks with CGI and Tomcat ?
How can I configure tomcat to be able to use backticks command?
use strict;
use CGI;
...
$cmd = 'cleartool chstream -recommended -default
'.'stream:'.'stream:Dps_Util_1_10G_Dev@\\PV_A_ANJ' ;
chomp( $result = `$cmd`);
print("Value of result: " .$result."\n");
...

This is a question for the programming language that you use in your
scripts. It has little relation to Tomcat.
First make sure that your script can run standalone by itself, -
outside of Tomcat.
