As outlined in the [design doc | https://docs.google.com/document/d/1VxfoZ-DzMHnKY0gzoccHEhx1rvdC2-RATJfJUfiAwGY/edit?usp=sharing] , we need to introduce the {{OnTerminationPolicy}} to the {{TaskInfo}} protobuf allowing every task to specify what would an executor do upon task termination. 

Note that this issue won't introduce the {{RestartPolicy}} message and those would be added via a separate issue.
