[Announce] Cactus 1.3 is released (with more details)

The Cactus team is proud to announce the release of the long-awaited
Cactus 1.3.

This release corrects a lot of bugs and brings some new features. The
full list of changes is available at
http://jakarta.apache.org/cactus/changes.html

Cactus 1.3 features are available at
http://jakarta.apache.org/cactus/features.html

There has been 2 main changes in how to configure Cactus. Please make
sure you read http://jakarta.apache.org/cactus/howto_migration.html
which explains what you have to do to migrate from Cactus 1.2 to 1.3.

In addition you'll notice the change in name from
Jakarta-cactus-22|23-1.2.zip to Jakarta-cactus-12|13-1.3.zip. This is
because Cactus is growing and is expected to target J2EE and not only
the Servlet API (thus 1.2 and 1.3 represent the J2EE API - which
encompass Servlet API 2.2 and 2.3). The downloads page explains it :

Thanks for the clarification, and it makes perfect sense.  But sure is
confusing to see numbers go down on later versions!  :)
