New functionality from IMPALA-5137.

"No TIMESTAMP" restriction to be lifted in several places.

Some changes to precision to document under TIMESTAMP page. (A query won't get back exactly the same value that gets inserted into a Kudu table.)

Possible performance caveat if there's significant overhead converting on the way in and out.

Don't think much impact on using date/time functions on TIMESTAMP from Kudu tables. Possibly some nuances related to rounding and extraction functions.
