[A while back|https://issues.apache.org/jira/browse/HBASE-3272], we [hardcoded|https://github.com/apache/hbase/blob/master/hbase-rest/src/main/java/org/apache/hadoop/hbase/rest/RESTServer.java#L266] the {{hbase.rest.port}} instead of getting it from [Constants.java|https://github.com/apache/hbase/blob/master/hbase-rest/src/main/java/org/apache/hadoop/hbase/rest/Constants.java#L36].
