+1 -- I'd sure like this!

Unfortunately JRST is currently (0.8.6) very buggy in how it handles sections / subsections.
And maven-pdf-plugin is currently quite rigid in files->chapters mapping and other aspects of layout.

So if anyone is willing to pick this up, I'd suggest looking at the sourceforge docutils impl under jython, and starting with support to run RST on a given file to a given output in isolation (not related to site etc).
