Reference guide https://cwiki.apache.org/confluence/display/solr/Blob+Store+API requires you to create the collection manually. If instead the Overseer created it on startup with shards=1, replicationfactor=2, then the refguide could instead document that if you require more shards or replicas then you should modify or recreate the collection manually.
