Description:
The build does not go past the jdbc project on initial checkout because usually users other than I never really have a Oracle database ready to go.  First off we need to rid ourselves of the Oracle dependency in this package which is a separate issue all together.  The thing we need to do here is have a parameter to abort tests (hence not fail) if a database is unavailable for testing.  However we should supply warnings and allow for users to change this behavoir to debug connection problems.
