Future versions might want to add in Discovery Agents to allow for automatic discovery of running Brokers via multicast or http etc.  Before that can happen we need the framework around discovery transports.  The basic DiscoveryTransport is straight forward enough to add first and implement using the FailoverTransport and its ability to have new URIs added and removed.
