[jira] Created: (RIVER-2) Recommend JIRA for tracking action items

Recommend JIRA for tracking action items
----------------------------------------

                 Key: RIVER-2
                 URL: https://issues.apache.org/jira/browse/RIVER-2
             Project: Apache River
          Issue Type: Improvement
          Components: Web site and infrastructure
            Reporter: Phil Steitz
         Attachments: site.patch

Instead of referring to the project STATUS file and mailing list submission of patches, the site docs should encourage use of JIRA. The attached patch makes those changes and also recommends that significant changes be associated with JIRA tickets.
