   ### Motivation
   
   Pulsarbot doesn't currently retry all check runs. When investigating the problem, it was noticed that the API call returns 30 check runs by default. By appending `?per_page=100` to the url, it's possible to return up to 100 check runs.
   
   command line example:
   ```bash
   $ curl -s -L 'https://api.github.com/repos/apache/pulsar/commits/3a838f1b4af194d7b39fbd7ebec06852aafa88b0/check-runs' | jq '.check_runs[].id' | wc -l
   30
   $ curl -s -L 'https://api.github.com/repos/apache/pulsar/commits/3a838f1b4af194d7b39fbd7ebec06852aafa88b0/check-runs?per_page=100' | jq '.check_runs[].id' | wc -l
   31
   ```
   
   ### Modifications
   
   Append `?per_page=100` to the url of the API call that lists check runs for a commit.
