Anyone gotten mod_webapp to run under Windows?

I'm at a loss as to what to do next.

Has anyone managed to successfully use mod_webapp with Tomcat 4.0.x and 
Apache 1.3.23 under Windows?

I've rebuild libapr....am I missing any special flags that need to be used for 
Windoze when you rebuild apr?
