[I] [Observability] pr13 — gateway profiles endpoint (Parca gRPC-Web) [texera]

Ma77Ball opened a new issue, #5347:

   Part of #4070.
   
   ### Goal
   Serve CPU profiles through the gateway.
   
   ### Problem
   Parca exposes only gRPC; we need a thin gRPC-Web client and a flame-graph summary API.
   
   ### Scope
   - ParcaClient (gRPC-Web QueryRange) + ParcaQueryBuilder + parseProfiles + ProfilesResource (`/observability/profiles/query`) — completing all five gateway resources.
   - Stacked on pr12.
   
   Branch: `obs/pr13/gateway-profiles`
