exsl:node-set behaves differently between Xalan and XSLTC

Xalan seems to collapse the RTF into one node.  XSLTC creates a node set with 
a root and the RTF below it, but only the root is visible.  I will attach a 
stylesheet that demonstrates the different behavior.  We noticed this behavior 
because it produced false passes for our xsltunit test cases.
