If you look at the pom:

http://people.apache.org/repo/m2-ibiblio-rsync-repository/org/apache/geronimo/specs/geronimo-j2ee-management_1.1_spec/1.0-M1/geronimo-j2ee-management_1.1_spec-1.0-M1.pom

you will see that the spec is marked as "provided", which means that the environment will provide this dependency, and it is not dependency transitively inherited.

So what is the rush?
