CB-7330 Don't run check_reqs for bin/create.
The create / update script doesn't require any dependencies, so we
shouldn't fail without them.

> More of a minor annoyance, but you should be able to run `cordova platform add android` without the SDK installed. Requiring it to build or run makes sense, but we shouldn't need it just to stamp out a project template.
