   Why is a stable identifier strictly needed for a defined amount of controllers? To avoid stale topics strictly? Note that while the invokers need a stable incrementing number as their identifier, this is no longer true for the controllers.
   
   If it's just stale topics, could we possibly configure kafka to throw topics away that are stale for a while?
