Dave Fisher resolved INCUBATOR-256.

Resolution: Fixed
A new Jenkins job was created and tested.
Trigger Clutch Analysis on SVN Change. If an SVN Change has occurred then Incubator-SVN-Clutch-Analysis-part-1 is triggered.
Incubator-GIT-Site-part-2 job is no longer scheduled daily. Instead it is triggered by Incubator-SVN-Clutch-Analysis-part-1. It is still triggered by Git changes.
