   Rebased onto the latest `rocketmq-studio` baseline and resolved the ACL repository/page conflicts. The result preserves atomic Rule/User replacement on concurrent deletion, instance-scoped credential retrieval with stale-response protection, and the ACL page remount when the selected instance changes.
   
   Validated:
   - Java 21 `AclServiceTest,MybatisPlusAclRepositoryTest`
   - frontend `AclPage.test.tsx` (16 passing)
   - frontend production build.
