[VOTE] Release Apache Traffic Server 7.1.9 (RC1)

I've prepared a release candidate (rc1) for 7.1.9.  The release notes for 7.1.9 are available at:

	https://github.com/apache/trafficserver/pulls?utf8=✓&q=is%3Aclosed+is%3Apr+milestone%3A7.1.9

or for a brief ChangeLog:

	https://github.com/apache/trafficserver/blob/7.1.x/CHANGELOG-7.1.9

For some details as to what’s new in 7.1.x see:

Information about upgrading to the 7.x releases from previous major versions is available at:

The artifacts are available for download at:

SHA512 checksum:

This corresponds to git refs:

Which can be verified with the following command:

	$ git tag -v 7.1.9-rc1

Changes between rc0 and rc1:
	#6418 - Handle final delayed chunk size


Make sure you refresh from a key server to get all relevant signatures

+1 - Built and ran regression tests on Fedora 31.  Unfortunately I can’t run this version in production due to other dependencies.

-1 -  Netlify had problems with this release candidate and I am going to create a rc2 with the fix.
