    Resolution: Not A Problem

Between YARN-2074, MAPREDUCE-5956 and YARN-2022, this is not much of an issue anymore.

For the remaining toggle of AM containers between nearly full-queues, not much can really be done.

I am closing this as not-a-problem anymore, please reopen as necessary.
