Whitelist & blacklist order

Dear All,
I have spamassassin with a whitelist and blacklist .

blacklist is : ORDB-RBL SBL+XBL
whitelist is, for example,:  whitelist_from *@hotmail.com

How can I set-up sendmail to release all the mail in whitelist?
I want the order:

1) whitelist 
2) blacklist

I invoke spamassassin through Mailscanner v 4.38

I use Mailscanner with:

- sendmail
- clamav antivirus
- spamassassin

Through what mechanism are you invoking spamassassin?  procmail? a 
milter (if so, which one)?  something else?
