When do the integration test Derby1_99_4UpgradeTest, there will be the error message like the following:
Caused by: org.codehaus.cargo.container.ContainerException: Deployable [http://localhost:43856/cargocpc/index.html] failed to finish deploying within the timeout period [120000]. The Deployable state is thus unknown.

	at org.codehaus.cargo.container.spi.AbstractLocalContainer.start(AbstractLocalContainer.java:182)
	at org.apache.sqoop.test.minicluster.TomcatSqoopMiniCluster.start(TomcatSqoopMiniCluster.java:155)

This is caused by the timeout setting for cargo.container in TomcatSqoopMiniCluster.
