SQL line 1.1.8 deprecated. 4.7.x & 4.6.x broken

Sqlline 1.1.8 has been removed from Maven Central

Unable to resolve dependencies.
Affects versions 4.7.X and 4.6.X

I've created an issue in Jira

I've also submitted a PR against 4.7.0 hbase 1.1.
