Local Municipalities and use of Open Source (Apache ofBiz)

Greetings
 My name is Sannie Zwane , working for Western Cape Government. We are looking for an open source system like Apache of Biz to use in our municipalities doe payment and billing.  We also would like to visit places preferably local municipalities (public sector institution worldwide) where Apache of Biz  was implemented successfully and is use currently.

Please note that this is not an intent to source from your company it is an enquiry so that we can begin discussion around the use of Open Source technologies.
