Cocoon 2_1 branch seems to be having problems ATM with sitemap reloading... maybe we can just stick to what we have for now.

Description:
Need to put the passthrough code in the branch from the trunk, make teh jar, and revert the changes in the Forrest base sitemap.xmap and the LocationMap Java code done to work with trunk.
