On which Browser did you test this?
On IE it should work, on Mozilla/Firefox it is (afaik) not possible to set the size.
setting the width in the style attribute has no effect.

You're right. With IE the width is adjusted to the layout.

Resolution: Won't Fix
The limited ability to style <input type="file"> element in HTML is a security feature of the web browsers. Firefox doesn't even allow to change the size of such an element.
