Proposing Derby for graduation

As mentor, I feel comfortable proposing that Derby graduate from the
incubator and take up its place in the DB project.  Doea anyone feel

Do you mean, 'wouldn't it be nice if we haa a broader and more diverse
set of committers?'  If so, then yes, it would.  However, in my view the
delay in adding committers is not due to insularity, which would be an
issue, but the usual 'prove your merit' caution of Apache projects.
And since Derby is slated to go to the DB project rather than becoming
a TLP, I feel comfortable that the DB project will take up the task
of seeing that the committer base grows.
