[users@httpd] apache warn

hi
im getting a waring when i start apache (1.3.31) on win98...
No such file or directory: exec() may not be safe
ive pasted what i got in the error logs below. anyone know what could 
cause this.
its also complainging about not finding favicon.ico in the  error log... 
could this be related to this warning?

favicon.ico has nothing to do with this problem.

thanks for the info. turned regsiter_globals on and still getting the 
error. reason im not using 2 is to mirror my host setup.

Do you also have PHP installed - in that case try turning on the 
register_globals variable in the php.ini file. Let know what happens.

i have seen people not using apache2 on windows report this error and 
some other people suggested that it is more of a OS related problem did 
you try apache2 at all? Is there any reason you don't want the latest?
You may look forward to other responses - i was just sharing what i had 
known.
