BCB4 compilation errors

I believe bug reports #2728 and 769 submitted by thealx@poczta.onet.pl 
today might be fixed by using the latest copy of 
src\util\Compilers\BorlandCDefs.hpp from the CVS repository.  It recognizes 
the different compiler versions and defines XMLCh appropriately.  Note that 
the BCB4 project files have not been updated!  I no longer have a copy of 
BCB4 installed, so I can't verify my theory.
