[PR] ftl: should pre-allocate eblock for car case [nuttx]

   ## Summary
       For automotive systems, memory allocation actions are not allowed during runtime
   ## Impact
      Memory allocation is no longer delayed until write operations in the system
   ## Testing
      cortex M7
