Debian packaging contribution

Hi,
at Intalio, we wrote a debian packaging extension. We'd like to contribute
to Buildr and I opened https://issues.apache.org/jira/browse/BUILDR-318 for
this.

I was asked by Daniel to open a thread on this ml to discuss where this
contribution should go to:
-third party extension as it is now ?
-an addon ?
-or something part of lib ? (we have enough specs to qualify for it).

Note that as of now you can take advantage of the code by forking:

http://github.com/intalio/package_as_deb

Does Buildr have a page somewhere listing third party extensions ? I guess
we could list them on the wiki as a starting point.

I would keep it as 3rd-party extension for now.  Give it time to mature and
bring it in later if committers are ready to support + maintain it.

Just to get the discussion started, I'm in favor of the third party
extension approach, but we could easily pull it in as an addon/ or even lib/
if there's enough serious interest.
