    Description: assign procedure assign a region to regionserver RS1 and RS1 failed due to missing table descriptor exception (throw new IOException("Missing table descriptor for " + region.getEncodedName());).  if the region is assigned to this regionserver again , it will ignor this request and do nothing . So the region will be in
