This ticket is missing a description ...
What's the scope of this ticket? Are you suggesting to add a mechanism for blacklisting machines into Flink, or is this just implementing a feature provided by YARN?
If it is a standalone mechanism, I wonder if it makes sense to set up something generic for all deployment frameworks?
