[PR] [core] Remove whole bucket stats filter to simplify scan [paimon]

   We planned to remove the statistical information after reading the file, but this optimization was hindered by the need for statistical information later.
   
   Our previous and subsequent need for statistical information was mainly for the purpose of reading the optimized table, but this scenario can be achieved using proactive settings without the need for filtering the entire bucket.
