My Input Filter doesn't get called

I add an input filter with an "ap_add_input_filter" from an 
ap_hook_header_parser hook. My filter doesn't get called, i guess probably 
because we are too far in the request processing cycle. Sadly this filter 
needs per directory config information that is not available within previous 
hooks. So shall i write custom configuration code to solve this problem?? Is 
there a way to do it??
