CGI.pm 3.10 is on CPAN

Lincoln has just uploaded CGI.pm 3.10 to CPAN, I guess you will see it in 
a few hours. It has a fix needed by mp2: it now loads Apache2::RequestIO 
as it was mentioned in the recent thread.
