[DISCUSS] Apache Kyuubi(Incubating) Maturity Self Assessment

Hi Mentors, PPMC, and community,

I am working on a PR[1] for Kyuubi Podling Maturity Self Assessment,
it's drafted based on Apache Project Maturity Model[2].

This is an assessment of the overall maturity of Apache
Kyuubi(Incubating) as an Apache project, meant to inform the decision
(of mentors, community, incubator PMCs, and ASF Board of Directors) to
graduate Kyuubi as a top-level Apache project.

I expect it to be maintained directly in the code so that everyone can
see it directly and all contributors and maintainers can make changes
and suggestions via PRs or Issues, which will be checked in after
review and approval.

The file is in Markdown format, so it can be previewed directly on
Github[1], all suggestions are welcome.
