   I don't recall this in particular (I was going to and still will create an issue regarding a few ways to generally improve/simplify the configure script); however, I wonder if the root cause is that the user's CA bundle is super outdated (they're on R 3.5 too). I know that most tidyverse packages use `curl::curl_download()` instead of `download.file()` and that may be one of the reasons (the curl package does a better job of linking to system things).
