We need to bring the optimizer into IoTDB, and for ease, we can firstly bring the RuleBased ones into IoTDB.

We should refer to other systems, like `Trino`, `Doris`， `starrocks` and `clickhouse`, the new rule based optimizer architecture should be *extensible* which ** means that adding a new optimization rule shuold not break into other rules code.
