   ### Summary
   According to #4005 ,  we import a new gorm tag `gorm:"serializer:encdec"` that can enc/dec sensitive fields when saving to 
    or getting data from db.
   This pr mainly working on using this new gorm tag to replace the complicated encryption and decryption for other sensitive fields.
   
   ### Does this close any open issues?
   Relate to #4005
