Why is certbot downloaded as a git repo rather than installed as a package?

As the subject says.

AFAICT other infra puppet systems rely on certbot being installed as
an OS package.
However Whimsy uses the git repo.

Would it not be simpler to use the Ubuntu package?

Fine with me.

I started using what is now called certbot before it was given that
name, and before it was available as a Ubuntu package.
