post-commit.bat does not seem to fire

For some reason post-commit.bat does not automatically fire anymore. I
can manually run it an it works.

My environment is:
Subversion 1.2
Apache 2...54 build (as recommend by Subversion)

One other thing is the Server was moved from one Domain to another,
Though Apache runs under a local machine account and when I log in as
that user I can run commands fine.

I guess this is what I get for trying to better support the Dreamweaver
users. ugh..
