[ANN] xml-xalan\test documentation checked in and online

See http://xml.apache.org/xalan-j/test/overview.html for some documentation
about the test scripts (of various kinds) that we currently have checked in
for Xalan.

Now for me to update todo.xml with some testing-related info...
