HAWQ init will fail when HA enabled and the URL's depth is less than 2.

With more directory levels, this issue is ignored.

For example:
With 'gphd-cluster/hawq/cluster123',  HAWQ init will pass.
With 'gphd-cluster/hawq', HAWQ init will fail.
